SNAP is the new name for the Food Stamp program. SNAP benefits are used to buy food and help eligible low-income households in Pennsylvania obtain more nutritious diets by increasing their food purchasing power at grocery stores and supermarkets. If you are eligible for SNAP, you will receive a Pennsylvania Electronic Benefits Transfer (EBT) ACCESS Card. This card works like a bank debit card and is used to make food purchases at grocery stores and supermarkets.

The Pennsylvania Low-Income Home Energy Assistance Program (LIHEAP) helps low income families or individuals pay their heating bills through home heating energy assistance grants and crisis grants. You need not have an unpaid bill to receive home heating energy assistance. You can receive this money without being in the Cash Assistance program: a family of four with an annual income of up to $35,280 can qualify for assistance. No lien is placed on your property if you receive this help. Applications for LIHEAP are available beginning November 1, 2010 through March 31, 2011. The Department of Public Welfare may extend or shorten the program depending upon the availability of federal funds. Toll-Free (866) 857-7095
HIPP is a Pennsylvania state program that pays for healthcare premiums. You may be able to join if you receive Medical Assistance (MA) and you also have health insurance where you or a family member works, through a Medicare supplemental insurance (Medigap) plan, or through a former employer. HIPP will pay for your Medigap or employer's plan premiums if it costs less than it would to cover all of your healthcare with MA.
